How Do Citizens Stay Informed About What is Happening?

The Public Service Board will post all notices and orders that they issue on their homepage.  As a new feature you can sign up for an RSS feed to see notices as they go up. You can access Public Service Board decisions by the date they were filed, or, for major proceedings, go to the pages set up to follow that docket. The Beaver Wood Energy docket for Pownal is linked here.

You can also file as an “interested party” with the clerk of the Public Service Board to receive mailed copies of notices and orders ([email protected] or Vermont Public Service Board; 112 State St Drawer 20; Montpelier, VT 05620-2701).

After a pre-hearing conference, the Public Service Board issues a Prehearing Conference Memorandum, which includes a schedule for the case (e.g. site visits, public hearings, filing deadlines). The pre-hearing conference for Beaver Wood Energy will take place on November 19th. In this particular case, questions of jurisdiction were raised that need to be answered before it moves forward with the full schedule.

Some aspects of permitting the Beaver Wood Energy proposed facility are handled under the Agency of Natural Resources. The "Environmental Notice Bulletin Board" has a list of permits under review, searchable by town. Pownal's page is linked here.

There are also informal sites to check for discussion, articles, and other information. Please note the following sites are given as examples and are not recommendations:

The Pownal Wiki has a new section for biomass information, which posts documents, links, and comments submitted by Pownal area residents.

Beaver Wood Energy has its own site for posting information.

Sites opposed to the project include the Concerned Citizens of Pownal, which has now merged with the Bennington-Berkshire Citizens Coalition, and a Facebook page for Southern Vermont Against Biomass.
